[SERVICE DEGRADED][Resolved] Storage in Tasmania / SA Availability Zones

From 13:22 AEDT May 16th 2019 there has been significant storage performance degradation in the TAS and SA cells, causing issues with very low IO performance. We are investigating, at this time we expect reduced performance to continue for several hours.
Update 16:45 AEDT May 16th 2019: Storage system recovering, however performance will be poor, and there will be some IO operations that will continue to be blocked.
Update 10:45 AEDT May 17th 2019: Storage system continues to recover, however performance will be poor, and there will be IO operations that will continue to be blocked.
Update 16:00 AEDT May 17th 2019: Storage system continues to recover, performance is returning to normal, with a few IO operations blocked for short times.
Update 16:00 AEDT May 20th 2019: Storage system is recovering from some furthering maintenance, performance is degraded, with many IO operations blocked but will recover given time.
Update 10:30 AEDT May 31th 2019: Storage system completed recovery on May 26th, and upgrades are being planned.
