Issue: Degraded service resulting in timeouts and intermittent errors when using the Dashboard or APIs

A networking issue at the Tasmanian site is having an adverse affect on Dashboard and API services cloud-wide.
Virtual machine instances currently running appear to be unaffected, but any requests to the API services are resulting in intermittent failures and slow response times.
