There is some storage performance degradation in the tas and SA cells, causing issues with lower IO performance.
The cause is known, and steps to reduce instance impact have been made while recovery is in progress. We apologise for any inconvenience that this might cause in the meantime.
Other Availability Zones are unaffected.
